On Halloween, model and reality television star Kendall Jenner celebrated her 25th birthday at Harriet’s Rooftop lounge in West Hollywood. Images from the event show Harriett’s staff wearing face coverings, though it appears the celebrity-filled crowd did not.
The party at Harriet’s Rooftop is a direct violation of state and county guidelines implemented to reduce the spread of coronavirus. In anticipation of Halloween and the fast-approaching holiday season, LA county health officer Dr. Muntu Davis also issued a health advisory on October 26 that restricts private gatherings, noting that Angelenos should “not [participate] in public celebrations of any kind.” Deadline reported that public health director Dr. Barbara Ferrer cited LA’s recent spread of new coronavirus cases is due to younger residents.
In one video posted on social media, most party attendees are shown not wearing face coverings or practicing social distancing. As Jenner blew out candles on her birthday cake, a masked staff member attempted to move out of her way.
Ok Kendall Jenner blowing out candles as a masked waiter holds her cake and tries to move out of the way was actually the scariest thing I saw on Halloween pic.twitter.com/o46ri7TJ9W

The Los Angeles Times reports that party attendees were asked to not share to social media, but Kendall’s sister Kylie Jenner shared live Instagram posts that were captured by various media outlets.
Eater reached out to the H.Wood Group — which owns Harriett’s and other LA spots like Petite Taqueria and Slab — to comment over concerns about potential government fines, or the possibility of having its liquor license revoked by the Department of Alcoholic Beverage Control.
Private parties and gatherings throughout Los Angeles are frequently gathering headlines. Back in August, a video circulated showing maskless law enforcement and correctional officers at Hollywood’s Sasafras Saloon, despite a still-mandated closure of bars.
UPDATE: In a previous version of this story, Eater wrote that a representative of H.Wood replied to Eater, “So sorry I wasn’t there. It was a private party.” H.Wood Group noted that this person was not authorized to speak on the company’s behalf.
